Seriously, we all knew it was bluster and bullshit. The fact of the matter is, moving would have required work - so natch, that was out.
You do have to love the bureaucrat's explanation though:

Cold weather and no hockey: Dude, my reasons for not moving to Canada would be much more substantive.
