It is when people use words to make themselves sound smarter, and then misuse the words.

Today's object lesson: the correct usage of "in lieu of"

In lieu = instead, in the place of

Correct usage example:

In lieu of a paycheck, this week you will remunerated in jelly beans and peeps.

Incorrect usage example:

In lieu of the shortage of eggs available this week we will be having oatmeal for breakfast.

Seriously.

Some dope just sent me an email using "in lieu of" when they meant "in light of." Gawd, I just hate it when my ignorance is showing.
